政绩观是党员干部世界观、人生观、价值观在干事创业中的集中体现，直接决定公安工作的价值取向与实践路径。“为民造福”政绩观深刻回答“政绩为谁而树、树什么样的政绩、靠什么树政绩”等根本问题，构成一个具有严密内在逻辑的理论体系。价值逻辑锚定“政绩为谁而树”的根本立场，以人民性重塑政绩的价值内核；理论逻辑立足马克思主义群众史观、党的根本宗旨及公安工作规律，奠定政绩观的学理根基；实践逻辑通过警务机制改革与绩效评价转型，实现理念向行动的制度化转化。

The view on official performance is the concentrated embodiment of Party officials' worldview, outlook on life, and values in their pursuit of entrepreneurial endeavors, and it directly determines the value orientation and practical pathways of public security work. The performance view of “benefiting the people” profoundly addresses fundamental questions such as “for whom should we pursue achievements, what kind of achievements should we pursue, and how should we pursue achievements”, thereby forming a theoretical system with rigorous internal logic. The value logic anchors the fundamental stance of “for whom should we pursue achievements”, reshaping the core value of performance achievements through a people-centered approach. The theoretical logic, grounded in the Marxist view of the masses, the fundamental purpose of the Party, and the laws governing public security work, establishes the academic foundation of this performance view. The practical logic, through reforms of policing mechanisms and the transformation of performance evaluation systems, realizes the institutionalized conversion of concepts into action.
