随着智慧警务战略深入实施,基层警格治理中“情指行”一体化机制面临情报感知不准、指挥决策不灵、行动响应不畅等现实挑战。基于复杂适应系统理论与多主体协同博弈模型,构建智能算法驱动的理论框架,系统阐释其在优化警格治理的情报精准感知、指挥动态决策与行动协同响应中的核心作用。研究从情境语义感知、干预导向预测、动态闭环治理、组织流程再造、警格网格协同及警务人才战略六个维度,提出“情指行”一体化的优化路径赋能警格治理。通过算法赋能与机制重构,推动警格治理从“工具性赋能”向“范式性重构”跃迁,为提升公安工作现代化水平提供理论依据与实践参考。
Abstract:With the in-depth implementation of the smart policing strategy, the “intelligence-command-operation”(ICO) integration mechanism at the grassroots police grid level faces challenges such as inaccurate intelligence perception, inflexible command decision-making, and delayed operational response. To address these challenges, this paper constructs an algorithm-driven theoretical framework based on the Complex Adaptive System theory and multi-agent collaborative game model, and systematically elaborates its core role in enabling accurate intelligence perception, dynamic command decision-making, and coordinated operational response within police grid governance. Accordingly, optimization strategies for ICO integration mechanism are proposed in terms of contextual semantic perception, intervention-oriented prediction, dynamic closed-loop governance, organizational process reengineering, police grid coordination, and policing talent development. This study aims to promote the transition of grid-based policing governance from “instrumental empowerment” to “paradigmatic restructuring” through algorithmic empowerment and mechanism redesign, providing theoretical and practical insights for enhancing the modernization of police work.
