“情指行”一体化运行机制是指公安机关通过技术嵌入和数据赋能，以构建智慧警务平台为依托，以实现情报、指挥、行动流程再造和有机整合为目的，旨在提升打击违法犯罪智能化、精细化与高效化的一种新型警务模式。从生成机理来看，“情指行”一体化运行机制是公安机关在深入贯彻“以人民为中心”服务型政府理念引导下，通过技术嵌入、制度重塑以及主动性变革，使之相互调适和融合发展的产物。在运作逻辑上，依托主体结构重组、数字资源集聚、治理决策优化以及处置流程再造，打造警种合成、区域联动、集群作战的一体化实战化体系，助力警务现代化建设。

The integrated operation mechanism of “sentiment and action” refers to a new police mode in which the public security organs, through technology embedding and data enabling, rely on the construction of a smart police platform, and aim at the reengineering and organic integration of intelligence, command and action processes, thus improving the intellectualization, refinement and efficiency of cracking down on crimes. From the perspective of the generation mechanism, the integrated operation mechanism of “sentiment and action” is the product of mutual adaptation and integrated development of public security organs under the guidance of the service-oriented government concept of “people as the center” through technology embedding, system reshaping and initiative reform. In terms of operation logic, relying on the restructuring of the main structure, the concentration of digital resources, the optimization of governance decisions and the reengineering of disposal processes, the integrated practical system of police synthesis, regional linkage and cluster operations has been created to help the modernization of police.
