群体性事件的界定及意义

摘要：
对改革开放历史条件下群体性事件的界定,不仅是一个理论问题,而且是一个关系到预防和处置群体性事件实践的问题。本文在比较了目前对群体性事件界定的几种具有代表性的意见后,提出了自己的看法。这一界定,有利于分清合法与非法、政治性与非政治性的界限,防止政策上的左右摇摆。
Abstract：Defining the term mass affairs in the historical condition reform and opening up,is not only a theory problem but also a problem in relation to the prevention with handling the mass affairs. This text brings forward my own viewpoints after comparing with some representative opinions of defining mass affairs. This definition benefits to distinguish the boundary between the legality and illegality, between political and nonpolitical in order to prevent the yawing on policy.
